Create a unreal engine scene/project

Create a scene for theory exam education like the images below. I would like to create a (1 big) basic city wich contains all possible road situations , incl a countryside & highway on wich traffic situations can be placed ( and changed) easily Usage is for now for Images & video (optional later game/educational & some scripting involved) please note that the traffic situation is important (markings on road (dutch) , trafficsigns) decoration like houses trees, are not so much important and is flexible. I will supply the images, that have the traffic scene that needs to be included/setup in 3d. mostly scene setup is needed we have from a previous project a lot of the 3d object ready, these likely need to be edited so they can be used in unreal. (or own/other material/3d objects can be used (if license free/freely useable) (so no or minimal modeling is needed) (most object avaiable in3dmax, some [login to view URL] in common 3d formats(e.g. obj)) maybe a base can be used like: [login to view URL] [login to view URL] i would like Some examples of your work & unreal (& 3d) experience. availability in the next month. and price & timeframe for i would like Some examples of your work & unreal (& 3d) experience. availabilty in the next month. and price & time frame for 1. scene like the first example image below (unreal file & realistic image render) this would be a test project to see if this project/delivery meet the requirements 2 small city wich includes 10 of the below example images combined in one project 3 city wich includes 100 of the below scenes combined in one project 4 And if you would be available after initial setup for ongoing work e.g. minimal 10 hour monthly to continue this project. please let me know your hourly rate for e.g. 10 hours monthly
