Ajax/php constant updated banner

I am looking for someone that is capable of making an ajax/php advertisment banner. This is how it work, someone posts an ad with a bit of description and an image and that post is posted to the main homepage and changes each 12 seconds to the different ads that are posted. so the ad banner keep being constantly updated with new ads by user posts.
