Callback App for android and IOS - open to bidding

we are a a IP Telecom company, we provide some solution for VoIP to our customers. at the moment we need an app for our Callback Engine.

Callback flow :

Dial the personal access number assigned to customers, let it ring one time only and hang up your [url removed, login to view] computer will know customers called and within seconds it will call them back.

When they answer, will hear dial tone on their line.

Dial the country code and the number they wish to talk to. They will be connected automatically, talking.

this is our callback flow but we need an app to prevent customers do this flow. to do this we need an app to this:

1- customers just choose a number from their phone book.

2- app could call to our number and hangup

3- app should recognize our server calls and when receive call from server should send destination number by DTMF

as we know there is some difficulty with DTMF, which android and ios doesn't let you to send dtmf over established call.

please kindly let me know do you have any solution for this problem?
