Code an iOs and Android App (or web app ... Doesn't need to be native)

I need someone to code an app for restaurants that would do the following: - offer a loyalty program to customers in exchange of their contact information - allow restaurant owners to send promotional emails in bulk or to selected customers from that loyalty program. - provide a few email templates to restaurant owners - allow to capture contact information offline or online - we don't want the customer having to download the app that's why a web app can do the job. We want them to have access to a profile where they can see collected points (aka punch card). - restaurant owners just need some sort of form to capture the contact info in the restaurants and a backend where they can see details like collected emails, names of customers etc and then be able to create email campaigns. - when the customer dines at the restaurant and are already a registered user they can just say their name to the owner and through the app he can give them points (aka punch card style) I just need the coding done all the copywriting will be handled by me. For emailing, if we can't implement our own system, we can rely on other mailing services to do it just tell me your thoughts on this. I am only hiring someone who shows me that they have clearly understood what I need by providing examples of similar products and also by showing me what they have previously done which is technically relevant to this project.
