C++ Research Algorithm Implementation

The short version is that I have a series of algorithms (all closely related) that I've been trying to implement in C++. It's taken too long so I'd like someone to do it for me. The algorithms form part of my research into network reliability. They currently use a simple command-line interface to get input from a text data file representing the network and computes one or more metrics of goodness. This is done by creating an initial node representing an initial state of information in the network. A decision diagram is then created, with each subsequent node depending on one node on the higher level. Each node represents a state of the network and contains information for computing the desired metric(s). The answer can be computed directly from the terminal nodes. Although it sounds relatively simple, this is a complex project with attention to detail very important. Because this is a NP-Hard problem memory efficiency and speed need to be optimized in order to achieve satisfactory performance. It is absolutely necessary that the implementation gives the correct results for all options. An additional complication is testing that all combinations of the options is correct. While most of these combinations use largely the same code minor errors can add up to exponential difficulty in debugging them. This is where my problem lies. I am attaching fairly detailed pseudo-code. It includes comments explaining some of it. I can make sample data files available as well as the answers. This is something I've been working with for a several years now, so I might have failed to include something simply because I no longer think about it. It is important that the programmer check with me if something is missing or not adequately explained. Thus good communication is vital. I will look favorably on bidders who will be able to finish quickly, as well as those able to complete the optional parts of the specifications. However the main criteria is experience. I have had one bad experience and am looking for someone with a demonstrated degree of professionalism.
