A Simple Neural Network

We want a working NN project that can handle our datas. This will be a test project at the beginning and we don't have to much budget. If we get a good result that we can accept and belive this can work, then we will get more budget. It looks like easy but before review the data please don't send me a message. An explanation about our datas and this project: I have about 30 input and 6 output database with over 20.000 records of data with continious and discrete values. I want to have a app that will learn from this datas and creates a NN. Then we have an other data with same inputs without outputs about a few records and mostly only one record. We want to get the expected results for this records with tolerances. But learning for 20.000 records will take a long time and we cant wait to learn every time. So one solution can save this learned NN to somewhere and call it quickly when needed or another solution we can keep this up running in background like a service and send the test datas and get the results. We can accept a present code suits to our project too. There is a SampleLearnData in the attachment. Green colored columns are my inputs and the reds are outputs. For testing you can use the first 1000 row for learn and create NN and the final 50 record to test it WITHOUT THE OUTPUT DATA and then you can compare them from orginal data. Before you start or make some offers to me please try the data because it can not be so easy you expact. We will accept only over %90 posibility for the results.
