I'm not sure what all you are trying to do. Do you have raw executables and you want C out of them? Java out of them? Do you already have any source code? Do you just want a few small changes to binary code? Do you know (specifically) what OS the code was compiled under? All of this would make a difference. I have a Computer Engineering degree from Carnegie Mellon and 15 years experience in C/C++, Java, and various scripts, and I could possibly do this for $40, but it might cost much more, or just be something I can't do.
