Click bot for website

I am looking for a bot programmer for this project. Here are the specs: I'm not concerned what language the following program is written in (best wopuld be c++ or c#), as long as it works well... I need a program that will automatically click on links to external pages from within my website using random US ip addresses.. This program MUST have a way to constantly change it's proxy and footprint so it will not be detected. There must also be a way to specify the CTR (click through rate) for each URL that this program will be visiting and clicking. All clicks must be at random intervals. When this program clicks on an ad, it must also surf the opened site for a random number of seconds/minutes to look like a real user. Must be able to click a minimum of 70 - 100 clicks per day. It should also be able to store which ip address it uses and block them for the next 3-5 days. The goal is show hits coming from my website and passing on to pages linked from my website. It must use random IP's from the US to do this. Then sit at the opened site and look like a viewer. I will not pay any money in advance, payment in full upon completion and sucessful demo of bot.
