Develop / customise a fingerprint reader

We need a guru to configure / customise / develop a fingerprint reader that can be deployed in remote locations with either mains or solar power. The reader must be:

1) Robust

2) Have GPRS/3G and GPS

3) Must be able to send the fingerprint key to a remote server in a datacenter via a restful API

4) Have a LCD to provide visual confirmation of the person's identity

You can either recommend or modify an off the shelf reader for us or dev a new one. We don't care as long as it is priced reasonably and robust
