if you are using a linux desktop, in order to detect each process activity on specific port, e.g when a hiddensuddenly bind port at port 1337, you can use user mode technic just like lsof, another technic is by using a kernel module which runs on your kernel space, e.g by hooking netfilter to monitor incoming or outgoing packets. but if you use windows, sorry, I can't help

Hi, I hope you are doing fine. About me, I am a professional software developer with 5 years experience in developing applications for small and medium sized businesses. I currently run a small tech start up that specializes in web development, mobile apps and desktop software. I read through your project description very well and I am interested in doing this project. I know exactly what you are looking for and the best way to make the program. My last project was same as this but it was in android. It was about restricting applications bandwidth i.e. restrict WhatsApp download speed to 50Kb/s and browser to 100Kb/s. Most of the features you listed in the text file were implemented in the prototype of the application that I built. Getting details about which application is accessing the internet and the port number is not hard to implement. The hard part about this application is restricting applications and blocking the port(incoming/outgoing). In the android prototype that I built, I used VPN to tackle this issue, so all packets were redirected to my VPN and sieving was done there. I believe that this approach can also be useful in making the application you desire because all packets will have to be examined by the application. Please provide more information about the operating system which the application will be running.
