The best workflow to use for your scenario would be reusable workflow(based on content type) and associate it with libraries and lists. Also package the workflow for future use. I am a Microsoft Certified SharePoint Developer and have worked on very complex workflows both SharePoint Designer and Visual workflow in my 6 Years development career. And for this I have got 3 awards for delivery and performance. As per the current requirement: There are multiple SharePoint List and Libraries and the user has to send email with the current list item as an attachment which so ever is required. For this: 1. We can write a workflow with our custom parameters using SharePoint designer. 2. We can set the workflow to start manually - if you want to send email for specific items or if you want to send email when an item is added or modified that can also be set . I can create this functionality with 3-4 Hrs max. While other customization can take some more time depending on the requirement.
