Create an automated alarm pop-up, if a certain value is reached

Dear freelancer,
please create an alarm pop-up (visually and acoustically) if there is value "1" the alarm (column H).
If the value in alarm (column H) is 0, no alarm shall be displayed.
Please make column H adjustable, so if I move the alarm column to another column, give me the possibility to change the alarm column
Please created two buttons:
"OK" => to close the pop-up and "Later" => to pop up 60 seconds later.
There will be around 70 lines to be analysed.
