CSV File Generator

I require a system which allows csv files to be generated based on a number of rules. A full database would be downloaded from a location, I have attached a small example file. The database would be used to create a csv file with X amount of offers in it. The offers would be chosen based on a number of rules, these would need to take into account the following attributes: departure date bands (02/02/10 to 05/04/10), departure airports (either inidividual, groups or all UK airports), destination (either individual, groups or groups of groups for example Majorca - indidivual, Balearics - group, Balearics & Canaries - group of groups), adults (specific number or range), children (specific number or range), number of nights (specific or range), board basis (specific, selection or all), ratings (specfic or minimum), hotel name (free text box) this attribute is optional if it remains blank all properties would be searched. We should be able to setup as many rules as required depending on the number of offers required for each file. The rules would be different for each entry within the file. Once the offers have been selected from the database using the rules a deep link url would need to be generated. This could be done one of two ways and we would need to be able to decide this per file created: Option 1 the url would begin for example: [login to view URL] The reference number would just need to be taken from the downloadable database mentioned above) Option 2 the url would need to be built based on specific criteria: Each field would be taken from the csv file created, for example (could slightly change) [login to view URL];depdate-year=2009&destair=HRG&resort=8662&nights=7&depdate-day=17&depdate-month=07&adults=2&adults-1=2&depair=MAN&searchby=dest&roomcount=1&product=flight After the = the data would be captured from the csv looking at the relevant column. Each file that is generated would need to be setup so we can enter times that the file is to be sent, this should take into account a number of times a day and not just one. There would need to be an option to choose whether to send via email (one or numerous email addresses) or via FTP (area to input these specific details per file and could be more than one FTP per file). We would need to be able to apply a markup to the price that is advertise within the file. Once the price is taken from the downloadable file, within the csv created file it would show the price but apply a markup (either flat amount or percentage - again needs to be optional dependent on the individual csv file). Lastly for some files I would need to create a Product ID to display within the csv file, this would need to be obtained using a lookup file. We would need somewhere to enter this data and it would be specific to the hotel name. I believe we would need some sort of platform so we can have access to change these as and when required but I am open to discussions and suggestions. I am looking for somebody who understand exactly what we need, I believe I have given a very specific outline of what we require and will pick a winner based on the time taken to complete along with the cost. If you don't believe you can do this job within 2 days of the end period please do not bid as I would rather know that anyone who wants this job has the time and resources to complete this accurately and within the time frame.
