Database Design - Advice and Schema only

We are developing a project with a database of Members. Those members have flexible levels of membership - basic, paid level one, paid level two and sponsor. A member can change states at any time. Based on Member state, various kinds of information will be shown on the site. This Members aspect of the future of the service needs to be considered when looking at our database. This is simply a consulting job - you will simply need to design the database schema and tables. I am looking for a individual freelancer with strong database skills - preferably brainbench tested, or at least pure database design projects that have been reviewed. Eastern Europe preferred. This is a 2 hour project. Scope and understand what we're doing, tell us the right way to do it. We think we know the right way, but you need to confirm it is scalable to high numbers of users.
