I believe that the foundation for a successful eLearning project is a well defined problem statement and a thorough analysis of the audience, performance gap, and instructional content. This forms the basis for an informed instructional strategy that will impact the learner and the business. In terms of the project life-cycle, it would be supremely beneficial to go through a couple of question and answer rounds over email or call - whichever is convenient - prior to kick-off. This would help bring a lot more clarity to the requirements of this project. It will also allow me to propose an instructional strategy that will deliver the desired learning outcomes. Once you're satisfied with proposed solution, budget, and schedule, we will then kick-off the project. I will create a presentation summarizing the project needs and also give you an overview of the processes I will follow. We can also discuss some of the risks that we anticipate and their corresponding mitigation strategies. A one-hour WBT created using a rapid development tool typically takes anywhere between 130-160 effort hours to develop. This would differ according to your unique needs.
