Hello, thank you for the opportunity to bid on your project! I'm very familiar both with BLE in general but also specifically with the Cypress PSoC/PRoC line of microcontrollers. I used them in a very recent microscopy project for Carl Zeiss; they are developing a new line of electron microscopes and I used both the PSoC4 and PSoC5 families of CPUs for various functions in different subsystems. Your budget looks reasonable given the limited description you provided, but I feel confident that we can flesh out the details, both from a "what you want to measure" standpoint as well as the custom BLE profile you mentioned. Along with my deliverables, I host a project management site which I use internally and offer access to any client; it provides very good insight into the development progress and allows you to see the day-to-day development process. I have extensive experience in sensor networks with micro controllers including the Cyprus line using BLE. I have developed several systems meant to run for long periods of time (years) on batteries transmitting data on a regular basis.
