I am assuming you have already typed lot of them in Excel and that you are maintaining a consistent structure in Excel as well. Regarding with your problem, I would propose to create a proper tools using c# technology ( excel is also possible, but not so flexible). I can create a database for you and store all your test questions. You can add or modify your test questions as well.
