Action Script 3 Developer required

Dear Freelancers! We are in need of a developer having experience in ActionScript 3.0 and Flash or Flex. We need to create an application which shall be used to create banner designs online. A user who shall use the application will be able to 1) add, edit, delete images and text. 2) He may use features like resize, color, rotate, transparency effect, layering position etc on elements uploaded i.e images and text and can undo or redo any performed action. 3) Bringing layers in front and back and managing colors of different layers individually. 4) He can create pages of different sizes for banner, can add border, can zoom in or out the image. 5) He may finally be able to save the image so created.
