AS3 Construction and Management Sim Game

We are looking for someone to make a construction and management simulation game in AS3 for deployment to browser based flash. You will need do the programming, art and sound. The basics of the game is as follows: The game is a flash based browser game where the player takes the role of a budding multiplex manager. At the start of the game the player only has a single screen cinema in very poor upkeep and they must manage the week to week running of it to get more money to upgrade the facilities, purchase bigger and better cinemas and equipment. The game should take heavy influences from the likes of SimCity, SimTower, GameDev Story and Theme Hospital. It should be fun, rewarding and addictive. The style of the game is going to be a modern retro style. With Pixel art, 8-bit music and sound. Enter the letters 'ksg' in your bid or it will be disregarded. I have the start of a game design document that the game will be based off and can send it to you to review before you commit to your bid price.
