Branding/Housestyle for start up business

Me and my business associate just started as IT consultants, but we don't have a branding/housestyle yet. Because we have just started we don't have a big budget for fancy stuff yet. Therefore the budget is max $200. What we need is a complete house style for business cards, briefpaper and a website etc. Doesn't have to be fancy, but we do need the sourcefiles (whether it is photoshop or something else). There will be a small interview through skype to explain what we need (colors, shapes, etc, to get the idea what we need. please ask questions when there are things unclear!). If you have fully read this job description, please state the following word in the LAST sentence of the proposal: "VIAB". This is to make sure that we don't get bogus proposals. Also, please provide which application you will be using to create the housestyle/branding hope to do business.
