I need a website where users can request work to be done, and people can view what's requested and work on it, posting the solution. The solution can get likes/dislikes, increasing/decreasing the solution giver's reputation. If the user's reputation is below a certain threshold, their answers will be hidden/disabled. The solution can be in different languages, so there will need to be a language picker, and a way to filter solutions by desired languages. There needs to be ability to tag/categorize requests, and other functionality. I have a designer create some mockups of the website's look and feel already, so I wanted to give you the high level view, with core required functionality. Do not give me a bid right now. If you think you are up for the job, send me an IM with what technology you will use for this high level description of the website (it can changed later), and you will need to state that you agree to, and will comply by, what's written Freelancer's non-confidential disclosure (http://www.freelancer.com/NDA/NDA-print-contract.php), and I will send you the mockup. To keep the costs down, I would suggest some framework such as Wordpress. This has much of the functionality you need already built into it.
If you take a look at my reviews, you will see I provide a good product and great communication.
As for the NDA, sure, I can agree to it. But, you should know, that without some type of 'offical' acknowledgement, it will not protect you. If it is important, you might consider re-posting the project and make it required before bidding.
