Build a Website

I want a website to be built using wordpress open source code. The website will be with white background. It should contain a main menu bar which is at the top filling the width of the page and light greyish in color. The main menu bar will contain the usual menus 'Home', 'About', etc. There will be a left menu bar. The first item of the menu bar will contain a combo box (kind of combo box which is displayed in this website) with list of items dynamically populated from the phpAdmin database table. The next set of items in the left bar will contain texts depending upon the selection in the combo box, so it is dynamic in nature. The rest of the page will contain a separate frame (made without borders but slight shadows in all sides). The content of the frame will be a html data populated depending on the text clicked on the left side bar. So, the architecture of data hierarchy is like (maybe only simple 3 tables).
