Design a Clean Flat Design Cooperative Society Software

We would like a PHP/MySQL based software that can be used either on intranet (offline) or hosted online. The software should work in managing the activities and general running of a cooeprative society which means whoever would do this would do some homework or be knowledgeable about how cooperative societies (Credit & Thrift Societies). Users must be able to track all their information: deposits, loans, application for loans, dividends accruing, etc Administrator should be able to modify or change almost anything from the back-end e.g. the amount a member deposits each month i.e. Admins can set the system to automatically add a specific amount to users balance each month but if users decides to change amount to add, this should be possible manually. Basically, a very patient and meticulous programmer without too much of bureaucracy is needed to do this. In as fast as 3-5 days and at the lowest possible cost.
