Add professional design to PowerPoint document

I have a PowerPoint presentation that needs a bit of professional design. The presentation is complete, but some of the diagrams are a bit clunky and the whole layout could use a bit of going over by a professional designer. Also, some of the pages have been brought together from other documents, so the colours aren't exactly the same across pages (at least to my eye). Document is attached. Have a look and let me know what you think it needs to have done to it to really make it sing - and what you would charge to do that.
As an add on, I'm open to suggested changes to the overall layout, with the idea that this new layout would then become our new PowerPoint template. Also, open to other suggestions for improvement (modified images, logo, etc.) - with costs for each.
