Build a Website

So I have past experience in coding and I just need someone who can make a 2 different pages for me and my information team can fill out everything else. I want the html and css to be different files and the css file is linked to the html by <link rel="stylesheet" type="text/css" href="[login to view URL]">. One page needs to have a horizontal and vertical navigation bar and the other needs just a vertical bar and no horizontal. The vertical bar needs to be so that when a mouse hovers over it, it shows subheadings. The second page will be for pages like the contact page and terms and conditions. The first page, which has the two navigation bars, will be the index page and the different links that is included on the category page. I want it to look sharp, clean and professional. I’m trying to give off a trust vibe. I don’t want it to be full width but I do want it to be full height with a footer, which has the copyright symbol and a link to the terms of use and Contact, my team can include all the information I just need a blank canvas for them to decorate it with.
