We would like to build a full-fledged website including all frontend and backend features: 1. Design all the main functional pages: home page, product page, order page, payment page, customer service page and delivery page The style of the design must be fresh and reflects the nature of our website being an online supermarket We would like the design to be responsive and hence fits both a desktop computer and a smartphone We would also like the design to be consistent throughout all pages 2. Flesh out all the designed pages by a HTML5 framework Since the design is responsive, we would also like it to be made by a HTML5 framework 3. Build a good Content Management System for inputting products' information Pre-existing CMS can be used as long as it goes along with the goal of our project however the code had better be managed in-house We are looking for catalogue management, product management, user management etcs out of the CMS system 4. Promotional campaign We need a module to enable us to automatically generate promotional campaigns (e.g. discount for a specific type of product, limited offer within a fixed time frame etc.) 5. Backend ERP This is an online store, so we need an ERP to manage our inventory, invoice, report etc. 6. REST API interface for future mobile apps We plan to make a mobile app in the future for our online supermarket so we want to build a comprehensive REST API for that mobile app that is both secure and also exposes all the features of the website in a RESTful way.

Hi I have completely understood what actually do you want. Points 1, 2 and 3 are okay where we will suggest you to use PHP framework ( like Codeignitor) with HTML5 for making the design responsive in mobile platform. Framework will help to create your content management more flexible. Among points 4, 5 and 6 the 5th point is the biggest which is ERP and here where we are internationally reputed.
