Create an mobile (smartphone) website of an existing website

I am looking for a freelancer who can create a smartphone website based on an existing website. This is not a wordpress project. All pages are static html pages. PC site: [login to view URL] Smartphone site: [login to view URL] (*Only home page is complete.) It is a dental office website, and you will be using already existing html sources. The home page is already completed, so, you will take over production for just inner pages. We have a html template from another similar website, so, you will be using available resources. This is as you can see a Japanese website, but, we will assist for any language issues. We would prefer someone who is more familiar with working with foreign language projects, but, I guess you can tell the structure of the site or contents just by looking. You will be woking on the clients server directly, so, we save the time to move files.
