Build a Website

I'm looking for someone who can help me develop a website with three components. 1)Information page 2)Action pages 3)Contact page 1)The information page can be the home page and should have a basic ribbon with logo and a hand full of other buttons. Below the ribbon I want a slideshow of which I can easily change the pictures(preferably JPEG) and the slide interval. 2)The action pages needs to allow any user(not necessary to sign on) to post an advertisement. This involves prompting the user for information and potentially a picture. Some of this information should then be filtered and used to construct an advertisement which can be displayed with other adds as a thumbnail with the relevant information. Simultaneously a summary with all the captured information should be stored to a database, sending out a notification email to the user. The thumbnail of the advertisement should have a "Apply" button which would prompt a different user to provide their contact details, sending out an email with further instructions. This process would repeat itself for around five different types of information. All of whom acquiring different information, but all working on exactly the same principle. 3) Basic contact page with built in email functionality I would like to be able to modify the information which is gathered without to big an effort. Therefore acting as a rigid framework of which the content can be modified. Furthermore, the site should also work on smartphones and tablets. The site should be developed to cater for up to a thousand advertisements and therefore would perhaps need a way to filter/search effectively for specific advertisements.
