I don't know if you have all the project (including hardware) even the communication protocol and details that you will be using to communicate your arduino boards. Technically you have all well definend and you just need help Web Site (points 1,2:according with what you have done, 3, 5:Responsive) I can help with that, just send me the details of your equipment. I can do it with python using the bottle framework or if you want the Google App Engine + bootstrap, foundation or flex-boxes to make the web compatible with any device. I case you don't have all the above and you want to include all the points I will edit the bid to increase the cost from the 750 SGD to 1800 SGD, because I will be in charge to design all even the hardware, and for some of them I will need to get components.
