Build a Website

Here is what I need. A contact page form for a vacation rental site where clients fills out and the email template from the filled form is sent to 2 different email addresses one which will be sent to me and the other can varies depending on the condition the person that fills out one of the field from the form. Needs to be created in html and css only with a nice and professional style look as well as the email template received with the form information has to look professional, both the email template and the page contact form needs to be responsive.
