Build a Website: With Videos and User Interaction to Tutors

Hello I am looking for a Web Developer to Build an Online Chess Website with Videos: It must be able to do the following: Front End: User Registration: Ability to choose a payment plan before access to the site is granted according to picked plan. Choose from: VIP/Gold/Regular/Basic Plan. Payment Plan must link Securely to a PayPal account and Verify that transaction went through. 2-step Verification for Accounts a plus. An Area for News/Forums/FAQ/Chess Coaches/Contact US Ability to have sample video(s) Ability to see messages/notification that a private chess game offer exists with site provider for a Member of the site. Integrated Secure MP4 player for the videos. Back End: Ability to Easily Create new articles for the front end area. Ability to Manage Users and give them access to videos on the site that will be added on a weekly schedule manually in addition to having ability to tie in their accounts to the chosen tier that they pay for. Easy Video Management. Turn video on/off change order of videos and the MP4 format will be used for videos. Prevent Videos from being downloaded needed from the front end. When the users makes an account ability to suspend user, give user access or turn it off. Ability to manage users access to the forums, videos and ability for the system to know when the user did not pay to limit the access their access until payment is received. User should get a notification 14,7 and 1 day prior to their account being suspended due to payment. User should get a message if their account is banned, preferably IP/Email ban at the least. Simple 1 click Status management for All User Accounts. Ability to play a chess game with a selected user for Chess Coaches for Paid or Unpaid users on the site. Ability to see if user has paid and for how long before user membership expired. Ability to Easily Backup entire site and restore it in an emergency. Users Features: They must be able to securely manage their profile and turn on 2-Step Verification. Ability to send a message to the admin that will show us from whom and what the message contains.
