Build a Website relating to app building request

The objective is to build a website similar to [login to view URL] whereby the user builds his own app. FOR US we want the user to request an app to be built according to his specifications, price range, app type, the duration he's willing to wait, game or for function, in-app purchases or not, free app or [login to view URL] should have the option of iOS or Android software. So the user fills a form that either will generate an email in Saudi arabia or will generate in India a job to fill. The user of the website must sign up via there email. Website should be easy to use, employ above average graphics, and be in ARABIC version and ENGLISH. THIS IS VERY IMPORTANT.. The content writing should be in arabic and english as well.
