Build a portal website

I want a professional freelancer to design and implement a website for me. Criterias are as follows: 1) The website is a portal website containing all companies registered in Norway. See this website for a comparison: http://www.g u l e s i d e r.no. 2) The website needs to be able to import a large database that will be supplied at a later date, and the import of this is also included in this project. 3) There has to be two different administrations to this website. One is for a superadmin who has access to everything, and then a regular user admin who only has access to his own company's details which he/she can edit as they please. 4) We need a innovative design which can be translated with ease. Easy to manage with a way to filter by towns/cities and keywords. 5) The whole website needs to be easy for Google to pick up and SEO. 6) Ad spaces on the front page and as "towers" on the other pages has to be designated and easy to manage. We need an innovative website which will catch the eye of the customers and for people who will use it to search. The freelancer knows their graphics and their skills to build a website, and to deliver on time. We will NOT give out any advance payments. Escrow is fine, but no release of funds until project is completed. This rule will not be broken no matter how much you plead with us. We pay for a completed project, and nothing else. This is per Freelancer rules, and anything else would be breaking the rules. First one to give us a price we can live with will get the project. Estimated time to complete is 2 weeks. A professional will be able to build this with ease. Remember: The website needs to be able to be translated easily into any language we want.
