Design to HTML5, CSS responsive

very simple project for an expert. Skills are as specified. HTML5, CSS3, jQuery, jQuery Mobile Attached zip contains screenshots which should be converted to HTML5 such that I can code in the corresponding xml services and get it compiled using phonegap. jQuery and jQuery Mobile would be the preferred one, though I can easily adapt to other frameworks if I get a better quote. The navigation bar at the bottom should work, and the button images should be sprite. I will replace the sprite later on with stock buttons so only thing is that the sprite should have the dimensions as in the screenshots. The final output should work flawlessly in safari, firefox and chrome, When I say work it means display, scroll if more content is put keeping the tab button bar stationery, active tab should use active css sprite, and all possible dimensions.
