Create Design and Manage Facebook Ads

I require someone familiar with Marketing MLM's on Facebook (and other sites if you can justify it). I will provide the details of the MLM to the successful bidder (or if you require it for the bid). I am looking for someone who will first, look at what the business is, then create targeted ads on facebook to help build the business side of the MLM. Please PMB with portfolio/experiences. I am looking to start low. Please bid your TOTAL price (Your fee + advertising) i'd like to try $50-100 first for advertising to see if it is worth it (please state how much is for advertising). If it becomes worth it then I will create a separate project for a much larger amount. If you feel the budget is too low then please explain. Note that this is not to use my account or information, you must have your own way of advertising on facebook - milestone will be for at least the cost of advertising.
