Get Traffic to my Website via SEO and manage my Social media accounts

We currently have a website based in the UK. This site has been operational for the last 5 years. We are based in the county of Yorkshire and have 5 clinics to which the web site services (namely Hull, Leeds, Halifax, Sheffield and Harrogate). We rank very high for our Hull clinic yet need to increase out ranking for the other sites. Although we constantly update our news page and referral page each month this is about all we do. We are currently producing revised SEO rich wording content for our pages that will require to be added ASAP. In addition we are wanting an individual (not company) who has a strong SEO understanding that can further increase our regional ranking (and national ranking is possible, yet less important) through constant updating, introduction of new SEO content, can introduce new SEO inline with Google revision requirements. Carry out a review of our current website [login to view URL], revise page titles, page tags, recommend better keywords etc. Must be capable of introducing small changes as and when needed within 48 hrs of request. Quite simply we are looking for someone that can raise our regional ranking (for whole of Yorkshire region and clinic addresses) to No1 on Google within a months and then keep us there. Our business specialises in 'Semi permanent makeup', 'Tattoo removal', 'Scalp micorpigmentation' and 'Botox & fillers' treatments. We also need the same individual to run and manage our social media accounts for facebook, twitter and Google+ driving real clients and increasing enquiries via weekly healthy relevant content to a regional client base. Individual to work approx. 30-40hrs per month on project. Bid price to be for monthly fee only (on a twelve month rolling basis). Work awarded on trial basis until results proven. Individual must be able to supply references and provide samples of work they have completed.
