Command line java program to create data from xls file

Looking for a command line (no GUI) java program to take xls file as an argument and create data out of it. Argument file will contain 1 - 10 (roughly) columns each having unique values text. These columns will not have anything to do with each other and each column will have unique values (text based). Besides the 10 (roughly) columns, the file will also contain 1 to 10 data columns for which you will randomly generate numbers. You will replicate the 1 - 10 text values x number of times and for each row created, generate random data (number) values.
