Development of a custom Adquick theme/template

I need a developer who is capable of developing a cute, pretty custom theme/template based on SMARTY templating system for an ad network adquick. This is a "creative freedom" work that involves changing of the template files (TPL) to allow a new attractive and simple look and feel which have a web2.0 features. This will involve changing internal pages/templates (TPLs), buttons, icons, logo design, choosing/picking a color scheme (to be approved by me), preparing header and footer, some ajax/jquery/css/xhtml works to be involved Please while you PM me, give me the following information for you to be the bid winner: 1.
