Detecting a specific object in image by MATLAB code

Hello! I can build the bare bones for 1) Template matching 2) Image restoration in 4 days with the methods outlined in MATLAB. But, in order to test their robustness, accuracy etc. it can't be forecasted without running through the data. Also, this shall require additional time, for changing and making adjustments, tuning parameters. Deliverables: In order to build this project properly, the code should be properly documented, this shall also include additional costs. In all, it would need 10k for me.
