I have plenty of experience modeling plastic enclosure on solidworks ( I have 2013 installed) . I can also do stress and motion simulation on Ansys or Solidworks. I have worked as designer at car lift company. I suggest hydraulic system. If use 4 hydraulic cylinders is simpler system but will get more expensive on application. There is also a 2 hydraulic cylinder with: a) heavier cylinders and wire rope / chain on other lift side b) scissor mechanism ( simpler but takes more height) The pump and rest equipment usually installed at bottom. The electrical cabinet somewhere with good access. If outdoors suggest a water pump for flooding case. 1) 20 sec is Ok. 2)Ok 3) Hydarulic 4) all cases are self balanced 5) like youtube video 6) 6 feet only can not install scissors 7) You will need some cabinet with controls / pos detectors. Price is for 4 hydraulic cylinders it includes : 1) calculations of cylinder 2) Calculation of structure for the load 3) Design of the structure Price does not include cabinet and controls.
