Access 97 Active X error

I have access code which is written in access 97. I have this program currently running in mufti environment from Windows 7, Windows 8.1 and Windows server 2012 (Virtual Server). I am now trying to install this on the base Windows Server 2012 and am running in this problem when the software loads up to the sign on screen and the mouse moves.

I suspect the problem is with the [url removed, login to view] ActiveX. I have tried unregistering and then registering and the Active X and have no success with it.
