I´m looking for a good freelancer to develop an application that can read a car license plate in real time (video) and check if the plate math with the database (that is in the cell phone). It´s very important that the system can do the OCR thru video, and be extremelly fast and sensitive. This will be the first step, if it work nicely, I´ll need to add more functions to it in the future.
