Android or platform neutral mobile app

There’s a requirement for developing android based mobile application with basic capabilities to capture photos, videos, audios, free-hand marks (for capturing signatures), texts etc. in a secured manner along with geo-tagging (latitude, longitude & timestamp) with the following specific features.

• Packaging of data secured way without giving access to any third-party application or users, transferring of the same to only the trusted server, deletion of data once the file is uploaded onto the server. End user should be able to choose the stage/phase of project while uploading information using a drop-down menu.

• Ability to Logon with Facebook, GMail & authentication mechanism of its own with ability to download the software on to the device when the URL is accessed from the mobile for the first time, show the help video about the process & getting started. Retaining this information forever to authenticate until it has changed. Login banners & texts should be configurable.

• Unique Id (IMEI based) for the device is to be used for communicating with server, associated with users & administrators should be able to block those devices that’s reported as lost after capturing GPS details & reporting the same information in human-readable form using Geocoding APIs.

This requirement is little urgent. I need your early inputs based on just the first impression of the requirement as to if you can take up the work, what’s the approximate size, effort involved and cost / price range.
