car gps navigation software on wince

We have a huge digital maps and are looking for suitable navigation software for our users in wince environment for PND devices... We have different type of gis data such as regions, neighbourhoods, streets, pois and even door numbers. Car navigation software can search these layers and should have voice or report based turn by turn navigation tools. software should have basic navigation features such as adding user pois or useful places list - real time GPS tracking capability, smooth zooming in and out just like other popular maps - easy to drag and move the map around... Car navigtion software can have unique data format or use different formats such as xml, gdf, nds, and etc. This is up to developer' preferences. We have gis based shapefile or mapinfo file formats and etc. Software development can be also based on opensource gis or gps software kits. Its up to developer. We are open to any suggestions. We would like to have three main milestones in this project; -development of car navigation software with data format -development of tool for gis based data format rendering for navigation maps -testing of software and data format rendering.
