Auto-Timer Camera Application (Cross Platform)

Hi Freelancers, I am seeking a cross platform auto-timer camera application that will work with iOS (iPhone, iPad), Android Phones/Tablets and Windows Phones/Tablets... The goal of this app is for users to select an X (predefined) amount of photos OR videos to be taken using either the Front or Rear facing Camera on their smartphone and/or tablets, etc. However, I would also like them to select an X (predefined) amount of seconds/intervals are in between each photo snap or video capture. Additional features I am seeking include "New Album" (for session organization), "Share" features and also the ability to upload the "Album" (the session) into an existing custom PHP Image Hosting script that I own that has its own API's that should be easy to integrate into our mobile app. ***IMPORTANT*** ALL FEATURES will be explained in full detail if you are granted this project. Also, I ONLY work with people who triple check every single line of code to ensure 0 errors and/or vulnerabilities.
