SO for the social part we will implement real time text and voice (Push-To-Talk) messaging, for video calling we will use WebRTC for the best quality video calling and for voice calling do you want a VOIP solution or you want a gsm to gsm call? For the part of the application that is similar to YELP you just want the app users to post job opportunities and the refugee app users to be ale to select a distance radius of the search and see all the available job opportunities within that distance radius, and then the refugee will simply go to the job location and let the employer know that he can do the job? or you want this implemented in some other way? And lastly for community feature, the user will simply be able to see all the events organized for the refugees within a certain distance radius. Our question to you is: who will be posting the events and the job? and from where will they post it? you want the admin to do all that stuff form the admin panel?
