This should be done on asp.net C#
There are two modules to be done:
1. ACL System.
- User Registration module with captcha enabled.
- Login System with level of users roles
-Superadmin
-Admin
-editor
- Superadmin controls all admin users and previlage to components given to other users.
- user can register by themselves but there should be a system for email verification of registered users and control from the superadministrator to activate/deactivate the registered users.
Modularize System
- There should be a system to add components in the system.
For example when a new module/components are added, there should be system to activate/deactivate or give path for the system to recognize it. These modules/components must be made such a way that there is control for superadmin to assign these components and modules to user level (admins)

Simple cms page(editor): add/edit/delete/activate
Gallery module: with album system
Menu module
The main idea of building this system is, able to assign certain module to particular admins. These admins are users of a website. So They should have control on certain section of admin only for their website control. Please note while making database.
Note:
All configuration should be in one file and it should be added such that superadmin has control on editing it.

I have extensive experience in such tasks. I can also provide demos of work of same nature and some that are slightly more complex, that i have delivered earlier.
I do have a low cost and quicker solution for you. Have you heard of ASP .NET Portal Toolkit ? It is exactly what you need. Some minor modifications will be required but i strongly suggest to build upon it rather than re-inventing the wheel. We can discuss this in greater detail if you are interested.
The timeline i mentioned may vary on the level of change you need in this application.
