PDF multi line field limit to only the box size, no scroll

We have created the interactive pdf (Newline Medical Malpractice Proposal Form (Interactive) Edited [url removed, login to view]), but are having an issue limiting the text to the text box created. We have limited the characters, but if the user presses the return key then they can get the text box to scroll.
I have (Fertility Proposal Form (1).pdf) a form that our client gave us with it working.
