Application development in Php and MySQL using Ajax if possible and if required

Hi, Actually I would just like to brief about the project first. We are a company that issues digital signatures to clients, some directly and some through resellers. Now, if a digital signature is issued to a client, it is a regulatory requirement to get the forms and documents from clients. Some resellers issue digital signatures to client without even taking the form and documents while some resellers take the form and documents and keep the same in their office only and do net send it to us. So now, we need to create an application that would help us to get the forms and documents from resellers. We need an admin section in which we can add resellers, list resellers, change their passŵords, list pending forms, list received forms, mark forms as received. We also need a reseller dashboard where the reseller can list pending forms, in transit forms and received forms. We also need an automated emailing to clients whose documents are in pending status. Also we need to send emails to clients whose digital signatures are expiring as the digital signature comes with 1 year and 2 years validity. It's a very small application as the same documents keep on rotating here and there and hence only one table entry changes every time. So bid accordingly....
