Custom Component for Joomla 3 with supporting modules

I have a requirement to build a custom Component with supporting modules and plugins for Joomla 3.x. The component will take advantage of Joomla's framework especially for custom user groups. The component will extend the standard Joomla User manager and also will integrate with Akeeba Subscriptions in a small way. if you plan to bid on this project you must first read the attached specification and ask some questions. You should also have experience in building for the Joomla framework. If you can supply an example of a component that you have built in the past, please let me know. I will not look at ordinary Joomla sites. When complete this project must be supplied as in installable extension. I will provide a test host for you to work on, this will be separate to the live environment.
